I had an AIX Veritas cluster using DMP disk paths which couldn’t run bosboot or much else. Rootvg seemed locked down. The two commands below fixed it.
vxdmpadm native enable vgname=rootvg
vxdmpadm native release
followed by:
vxdmpadm native aqcuire
